ATEP II Program Manager

BOSH Global Services is seeking a Program Manager to oversee the planning and execution ofAdvanced Technical Exploitation Program (ATEP) II supporting the National Air and Space Intelligence Center (NASIC), near Dayton, OH.

Education Required:Master’s Degree in Business, Engineering or Science

Education Desired:PMP Certification or other Project and Program Management training and certification

Skills Required:

15-years proven experience in program management including contract performance management, resource / cost management, schedule estimation and tracking, personnel staffing, risk management, requirements analysis, quality assurance activities, problem solving, decision making, design and development of processes and procedures, report writing, and staff training. Must have experience managing large DoD Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and demonstrated skills developing Contract Work Breakdown Structures (CWBS), Integrated Master Plans (IMP) and Schedules (IMS). Must have experience serving as the main point of contact for the Contracting Officer, the Contracting Officer Representative, the Government Program Manager, the Contractor’s senior management and the contract’s other Key Personnel. Demonstrated skills working with project management and analytic tools (e.g., Microsoft Project, Microsoft Excel, VISIO, SharePoint etc.). Demonstrated history of strong interpersonal communication skills (verbal and written) and fostering teamwork. Excellent analytical and problem solving skills are critical. Strong negotiation skills, leadership skills, attention to detail and a proven ability to manage multiple tasks.

Skills Desired:

Experience briefing and writing for senior leadership. Demonstrated skills working with Earned Value Management Systems (EVMS). Experience supporting business development and writing winning short-turn task order proposals. In-depth understanding of NASIC and Intelligence, Surveillance, and Reconnaissance (ISR) mission requirements.

Position Description:

The Program Manager will direct the execution of a large multiple award IDIQ supporting NASIC. They provide overall program leadership, direction and guidance that ensure successful program execution in accordance with the budget, schedule, contract, Statement of Work (SOW) and Technical Specifications. They will serve as the primary point of contact to the government, subcontractor team, and internal BOSH stakeholders for all issues related to ATEP II. The Program Manager will support business development efforts to win potential follow-on work, increased scope, and new task orders. They will secure, organize and direct staff, resources, standards, processes, procedures and tools essential for the successful completion of a program. Will lead internal Program Management Review focused on analysis of program performance.
